The human is entering ＂leisure society＂generally, leisure needs certain support and platform support. The national tourism leisure outline （2013-2020） is issued by the Chinese government on tourism development of strategic moves and essence to push again. It is a sign of our country from the tourist times towards leisure times. The national tourism leisure outline has reveal governing idea, improving people＇s quality of life; promote tourism transformation and so on practical significance. Final interpretation of the national tourism leisure outline major tasks： First, advocating the concept of green tourism and leisure, safeguard national leisure time. Second, encourage national tourism consumption, and promote the construction of public service system. Third, rich national tourism leisure products, improve service quality. Fourth, promoting the construction of infrastructure, improve the tourism and leisure services.
