Based on the actuality of thinking much of the result evolution but little of the process in the course of quality control of roadbed compactness and the tendency of taking more attention to the quality control of construction process, the method of PDCA circulation is proposed to reinforce the quality control of highway roadbed compactness. This method can be used to realize the dynamic control and institutionalized management of the quality of compactness, and is especially fit for the resolution of roadbed construction using new type of filling.
