为规范突发地质灾害应急治理,减少工程技术风险,以典型案例为基础,通过工程技术条件对比分析,开展了应急治理工程通用模式研究。研究指出:应急治理工程,是以地质灾害险情事件处置为导向的特殊抢险救灾工程,具有时效性、动态性和聚焦性等特点,工程目标可分为主动控制、软着陆和被动保护等3类。研究提出:与应急情景相适应,工程设计采用螺旋式方法,分目标设计和方案设计2个阶段进行,会商设定工程标准。工程实施采用信息法,并与后续常规防治相延续。
In order to standardize the emergency treatment of abrupt geo - hazards and reduce the engineering technical risk, based on a typical case,we study the general engineering mode of emergency control by comparative analysis on engineering tech-nical conditions. The research points out that the geo - hazards emergency control is a special event - treatment - oriented rescue and relief engineering, characterized by timeliness, dynamics and focusability. The engineering target strategies include active control, soft landing and passive protection. A common engineering mode is suggested as follow, being adapted with emergency scenario, the engineering design should be carried out in two stages( disposal target design and technical program design) and in a spiral mode, and the engineering standards should be set through consultation. The engineering implementation should use infor-mation method and consider the linkage with subsequent conventional control.
