The change process of the network traffic flow evolution from equilibrium flow to non-equilibrium flow,and then back to equilibrium flow during road construction or reconstruction process.A network traffic flow evolution model is established based on the network exploration process of rational behavior.Based on these,a dynamic disequilibrium network design model is established to maximize consumer surplus target,and is used intelligent search algorithm to solve the model.
