在贯彻落实党中央推进健康中国建设的背景下,重点对日本、美国、德国和其他发达国家(芬兰、丹麦、澳大利亚)体育健康政策的发展演变历史和特点进行梳理与分析,结合我国国情,为优化我国体育健康政策提供借鉴和参考。研究表明,在经历了20世纪50—60年代、70~90年代和21世纪以来的3个阶段的发展和演变后,日本、美国、德国和其他发达国家的体育健康政策制定呈现以下特点:以公众健康为中心,注重多方位、多层级、多维度考虑,依据循证医学证据加强政策制定的科学性,通过立法有力保障体育健康政策的法律地位。对我国制定体育健康政策的启示:转移体育发展重心,加大大众体育的经费投入;政府和卫生、体育、城建各部门相互配合,共同制定和执行体育健康政策;从循证医学的角度,兼顾不同区域、不同民族和不同年龄段人群,建立我国体育健康管理指南和制度;制订大众健身指导方案,将“提高身体活动量”作为医疗服务保障体系的一部分。
With Healthy China raising as the national strategy, this paper mainly analyzes the devel- opment history and characteristics of sports and health policies in Japan, the United States, Germa- ny, and other developed countries (Finland, Denmark, and Australia). The purpose is to provide ref- erence for the optimization of China' s sports health policy. The results show the following three his- tory stages of development and evolution and characteristics of sports and health policies in Japan, the United States, Germany, and other developed countries in the 1950s and 1960s, the 1970s and the 21 st century: focusing on public health taking into consideration the situation multi-dimensional- ly, multi-levelly and multi-dimensionally; using the method of evidence-based medicine to strength- en policy formulation, guaranteeing the legal status of sports health policy through legislation. The revelation for the Healthy China are that: government should shift focus of sport development, and increase public investment in sports: government and other departments involving in health, sports and urban construction departments cooperate to develop and implement sport and health policies: from the view of the evidence-based medicine, establish guidelines for sport health management and systems based on different regions, different people and different age groups; develop public physical activity and health guidelines, and add "increasing physical activity" as part of a medical service system.
