农业的弱质性和比较利益较低,决定农业的发展更需要金融的支持。但近年来,部分金融机构在农村网点的收缩及农村资金外流等加剧了农业资金的供求矛盾,资金缺乏成为制约我国农业经济发展的主要因素。本文通过设计金融支持农业发展的绩效评价指标,运用层次分析法和模糊综合评价法对黑龙江省金融支持农业发展的绩效进行评价,为金融支持农业发展提供有针对性的参考依据。

英文摘要：

The relative weakness and low benefits of agriculture decide the development of agriculture which needs more financial support.But in recent years,the curtailment of bank business departments in rural areas and the outflows of rural capital have aggravated the conflicts of supply and demand of agricultural funds.Lacking of funding has become the main factor that constrains the development of agricultural economy.In this paper,through designing the performance evaluation indicators of finance support for agricultural development,the writer uses Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method to evaluate the performance of financial supporting agricultural development in Heilongjiang Provinces,in order to provide target-oriented reference for finance supporting agriculture.
