This paper analyzes the significance of the development of bio-energy industry in Three Gorges Reservoir Area,as well as the basis for the development of biomass energy industry.Operational issues about bio-energy industry in Three Gorges Reservoir Area are discussed in terms of organizational security,coordination of interests,government guidance.The necessary policy measures are proposed in the base of construction of bio-energy forest,processing and circulation,reserves,marketing services system.Also,emergency safeguard measures is discussed about resource collection,producing and processing,marketing and selling.
