Ce-Wu Lu was born in Guangdong Province, China, in 1982. He received the B.S. degree from Chongqing University of Posts ＆ Telecommunications （CQUPT）, Chongqing, in 2006. He is now a professor with Institute of Electronics, Chinese Academy of Sciences. He is now an associate professor with Chongqing University of Posts ＆ Telecommunications, CQUPT. Guang-You Fang was born in Henan Province, China, in 1963 He received the B.S. degree from Hunan University, in 1988, the M.S. degree from Xi＇,＇m Jiaotong University, in 1994, and Ph.D. degree from Xi＇an Jiaotong University, 2000.
