Objective To explore the county--level fairness of health resource allocation in Zhejiang Province for pro- viding evidence to optimize allocation. Methods Gini coefficient,Lorenz curve and Theil index were used to measure the fairness of health resource allocation in population and geographic distribution. Results The Gini coefficients of number of hospitals,hospital beds and doctors were 0. 240,0. 158,0. 110 in population distribution respectively, and 0. 267, 0. 438,0. 425 in geography respectively. The Theil indexes were 0. 035 34,0. 011 78,0. 007 26 respectively in the re- gions,and 0. 001 96,0. 006 51 ,and 0. 001 66 respectively between regions. Conclusions The fairness of health resource allocation in Zhejiang province is good on the whole. The fairness in population distribution is better than geographical distribution. The inequity is mainly due to regional differences, therefore, the government should pay more attention to reduce differences in resources allocation within regions.
