管制员工作负荷已成为制约航空运输进一步发展的关键因素之一,有效的管理管制员工作负荷对确保空中交通安全意义重大.考虑单纯使用扇区流量评价管制员工作负荷的不足,以扇区复杂性因素作为管制员工作负荷的测评指标;通过设计并实施管制运行仿真实验,获取相关运行参数数据;分别构建基于扇区复杂性因素及单纯扇区流量的管制员工作负荷评估模型并予以对比分析.分析结果显示,较之单纯使用扇区流量,基于扇区复杂性因素的评估模型其评估效度优势明显.
Controller's workload has become one of the key factors restricting the further development of air transport ,so it's very important to assess and manage controller's workload effectively to ensure air traffic safety .This paper first analyzes the deficiencies of traditional evaluation method which is based on the number of aircrafts ,takes complexity factors as evaluation indicators of controller's workload ,then con‐structs two workload evaluation models respectively on the basis of the complexity factors and the number of aircraft through a simulation experiment .And finally compares the validities of the two methods .Anal‐ysis results show that the validity of the new model is much better than that of the traditional one w hich is based on the number of aircraft .
