2013年6月美国公布的《总统气候行动计划》可视作美国气候变化政策的一次调整和升级,本文针对此次美国气候变化政策调整的内容、特点、背景、原因及影响展开研究,结果表明:能源转型、温室气体减排、领导人的政治意愿、民意支持、外部形势等方面的变化是美国气候政策调整的主要推动因素,调整后的美国气候变化政策从被动走向主动、从分散走向集中,从模糊走向清晰。此次调整对美国和其他国家(特别是中国等温室气体排放大国)乃至全球气候治理都将产生影响。论文最后在应对气候变化、能源发展战略、企业低碳转型、参与国际谈判和国际相关标准制定以及气候变化领域的国际合作等方面提出了政策建议。
The President's Climate Action Plan released in June 2013 is regarded as an adjustment and upgrading to the climate change policy in U. S. This paper study on the contents, characteristics, reasons, background and impacts of this adjustment. The conclusions are as followed. The adjustment is due to the changes in the energy transformation, the greenhouse gas emission reduction, the leader's political will, the public supports in U.S. and the external circum- stances. After the adjustment, the U.S. climate change policy become more active, intensive and clear. This adjust- ment will impact U. S. ,other countries (especially the main emission countries) and the global climate governance. Fi- nally, this paper give some suggestion on coping with the climate change, the development of the renewable energy, the low carbon transition, the participation in the international negotiations and in the design of the standards and the inter- national corporation in the area of climate change.
