Rural cognition is the basis and premise of rural planning. the paper points out that the ＂ native＂ is the essence of rural cognition,from the perspective of the analysis of the concept of ＂ countryside＂. Based on combing China＇s existing laws and regulations system and the institutional design,puts forward that rural planning must start with the villagers as the main body,rural planning should be incorporated into the village affairs and its management. The thesis constructed overall framework of cognitive and investigation under the planning perspective on the basis of multidimensional and dynamic nature of the rural cognitive.
