Science and technology progress is a new endeavor point of modern agriculture. It is an important part the governments increase the investment and perfect the system. Agricultural science researches have a characteristic of public goods, so the govern ments should have principal status. We should innovate the system by adding investment, making inner mechanism alive and improving outer circumstance aiming at existent problems.
