The previous studies generally view efficiency and equity as the major factors influencing the intergovernmental financial transfer payments. However, it is insufficient to attribute the transfer payment only to the differences of local financial resources and economic development. The political connection be- tween the fiscal resource grantor and grantee has also played a crucial role in the intergovernmental transfer payment system. Several factors will affect the allocation of special transfer payments in a signifi- cant way, e.g. education, age and career experience of county＇s party secretary and the special linkage of provincial officials to the county. Counties with minority and poverty can also get special advantages in receiving more transfer payment.
