本文利用中国高技术产业分地区工业企业面板数据,采用空间计量分析方法,实证考察了政府科技资助对工业企业全要素生产率(TFP)的影响。研究发现,政府科技资助显著地促进了工业企业TFP的提升,且其提升机制主要是通过影响政府科技资助的技术进步效应来实现的,对效率改善的作用并不明显;企业R&D存量和人力资本水平的提高,均有助于政府科技资助技术进步效应的发挥,而企业规模则产生显著的负向影响。本文的结论对中国科学制定与政府科技资助的相关政策具有一定的启示意义。
Based on the regional panel data of high technology industry enterprises in China, using spatial econometric a- nalysis method, this paper examines the impact of government S&T subsidies on the industrial enterprise productivity. The study found that government S&T subsidies significantly promoted the industrial enterprise productivity, and its effect to the promotion mechanism are mainly through its influence on technology progress, to improve efficiency of effect is not obvious ; the enterprise R&D and human capital stock are both helpful to the technology progress effect of government S&T subsidies, while firm size have a significant negative impact. The conclusion provides enlightenments for the government S&T subsidies policy of our government.
