区域技术创新效率的差异已经成为我国各区域经济发展不均衡的重要原因。提出了将DEA(数据包络分析)交叉效率模型应用到技术创新效率评价中,成功克服了传统CCR模型中只进行单纯自评和有效单元过多的问题。截取了2008年各地技术创新投入和产出的截面数据,实证研究并给出了31个省、市、自治区技术创新效率的完全排名。进一步分析结果表明,基于短期内各地技术创新投入规模难以大幅增加的假设,提出使用层次聚类的方法将投入规模相似的省份聚为一类分析,以便于技术创新效率较低地区寻找改进基准。最后通过构建技术创新投入产出转化简易模型,指出准确辨别技术效率差异的关键在于理清技术创新的运行机制。
Technological innovation is very important for the development of a country and a region in the knowledge economy time.The difference between different regions is one of the major reasons which cause the unbalance of regional economy development.The present paper applies a cross-efficiency DEA model into measuring the efficiency of technological innovation in order to overcome the dilemmas existing within the traditional CCR model.We utilize the proposed model for providing more accurate efficiency scores and completely ranking order by using the data set of inputs and outputs of 31 provinces and autonomous regions in the year 2008.Further research is done by using hierarchical clustering method for classifying all the provinces by their inputs based on hypothesis marginal benefit is decreasing.Finally,we find out that clarifying operational mechanism is a key to pointing out the difference of technological innovation by composing a simple input-output transfer model.
