本文研究了我国食品安全财政投入现状,并与美国相关财政预算比较,同时比较分析了我国其他民生项目财政投入,得出我国食品安全财政总投入严重不足、增长率低,制约我国监管体系完善的结论;此外,我国食品安全财政传统的部门投入模式,使资金过于分散,重复浪费严重;食品安全资金链末端未充分延伸到基层,致使源头监管资金严重不足,监管不力。因此,必须加大我国食品安全的财政投入,借鉴美国经验并结合我国实际,提出我国食品安全年财政投入应占国家财政投入总量的1%左右;借鉴美国食品安全财政投入以项目投入为主的模式,通过资金的项目投入,推动我国食品安全战略项目体系的形成与完善,节约食品安全监管成本,提高监管效率。
This paper has studied the recent financial investment of China's food safety, compares with the United States budget and other livelihood projects of our financial investment, then we carry out the analysis that the total investment of China's food safety is seriously in shortage and it has low growth rate, restricting us to perfect regulatory system of China's food security. In addition, the financial distributed with the department as the traditional way of China's food safety, lead to the allocation of funds disperse, waste seriously. While, the end of the chain for food - safety finical in- vestment did not reached the point of lower management and supervising, which leading to the shortage of capital at the source seriously. Therefore, we must increase the financial investment in food safety. Learn from the US, as well as considered with our country actual conditions, we should account for about 1% of the total national financial investment ; What's more, we propose to learn from the U.S. financial investment of Food Safety which is based on project inputs mode, through the funding of the project investment to promote the formation of the strategic project planning network of China's food security, saving the cost of food safety supervision and improving the efficiency.
