目前中国除了要应对碳氮污染问题，未来还必须应付各类化学物质排放所导致的大范围致癌性等危害，因此非常有必要借鉴欧盟的绿色产品市场建设经验，推行产品环境足迹评价与标示制度。综合评估相关产品的各种环境影响。产品类别规则制定是国际产业界建立产品环境标志的先行过程，但我国的产品类别规则制定与应用明显落后欧美，不利于绿色产品评价。本文在分析国内外产品类别规则研究与实践进展的基础上，初步设计了我国产品类别规则制定制度，提出了加速推进我国产品类别规则制定与应用的政策制度。
英文摘要：
Product category rules making is the first process for intemational industry to establish product environmental labeling, but China is significantly behind Europe and America in the development and application of the product category rules, which is not condu- cive to green product evaluation. Based on the analysis of the progress in the research and practice of product category rules, this paper preliminarily designed product category rules system in China, and proposed the policy regime to accelerate product category rules mak- ing and applications.
