On the background of a complete coverage of urban and rural social endowment insurance system,although in the short term,integrating migrant workers into urban and rural social insurance system would produce certain negative impacts on the payment rate and social average wages,in the long term,it can narrow the income gap between the urban and the rural,improve contribution rate and payment level,and increase the source of urban endowment insurance fund,which turns out to alleviate urban aging and improve the payment imbalance.It is a complicated system to integrate migrant workers＇ endowment insurance system into urban and rural social insurance system step by step and to ensure the effective operation of the security system.In the short term,to improve migrant workers＇ endowment insurance coverage should be the government＇s top priority.In the medium term,the government should upgrade ＂the Low payment,Low treatment＂ model and improve the level of overall planning of the system.In the long run,the government should be responsible for the fund gap of migrant workers endowment insurance and longevity risk of the migrant workers and be prepared to finance in the catch- all form.
