英文摘要：

Drawing on Weber＇ s binary categories and based on more than sixty years experience of CPC, this paper tries to distinguish a kind of mode of Party and Government relations, which is constructed under two opposite forces, that is, working hard to pursue job patronage and endeavoring to put substantive political ideals into practice. As a Party who is on behalf of all Chinese people and assumes full responsibility, the CPC turns political ideals into public policy and transfers it to government. At the same time, it tries to realize its political ideals through two ways： One is organizational design, i.e. embedding party organization into government; the other is work style and ideological building, that is, promoting movement of consolidation of Party organizations and rectification of its style of work. Within a tripodal framework of reform, development and stability, government promotes nation-building, pursues job patronage and weakens the political will of top leadership of the ruling Party through adopting formalistic and opportunistic strategies.
