This paper analyzed the global concerted action to build international low carbon economic coopera- tion system, due to the perspective of globle climate change, affirmed the important impact of institutional factors on the mitigation of climate change and the development of low - carbon economy, but also pointed out that such con- vergence tendency might fall into the institutional trap. In the face of greenhouse gas emission externality, and the western countries initiative plan to form an international low carbon system, China how to solve the problems of economic development and environmental protection rnlemaking , increase its discourse right, should , and actively participate in the international low - carbon economy be according to its reality and analysing of its institutional arrangements and policy instruments.
