农村土地流转中“差序格局”的形成与破除——基于交易“差序格局”和第三方实施的分析

农村社会的信任格局形塑了要素交易的人格化特征,政府介入则使之逐渐非人格化。为剖析该转变的内在逻辑,利用江西和辽宁两省的转出户调查数据,分析了农村土地交易“差序格局”的形成及政府主导对其的影响。研究结果表明：信任“差序格局”内嵌于农地要素的配置方式,政府主导有助于促进交易的非人格化。经验结果表明：第一,信任水平与交易对象正向匹配,交易外生性的提高则降低了信任的交易匹配效力;第二,政府主导土地流转提高了交易的外生性,但仍受限于信任的内生匹配作用;第三,外生性交易有助于显化土地流转的价格和契约的规范性,政府主导强化了该效应。为此,需着力破除城乡互动壁垒,拓宽农村社会网络边际和提高要素的流动性;发挥政府在农地租赁市场中的规范构建、平台搭建及规则维护等职能,同时约束政府的公共理性和寻租行为,协调市场主导和政府引导的双重机制。

英文摘要：

The rural social trust structure shapes the personification characteristic of elements transaction, and the government intervention is gradually making it personification. In order to analyze the internal logic of the change above, the paper employs the renting-out household data collected in Jiangxi Province and Liaoning Province to empirically analyze the formation of “ Diversity-orderly Structure” in farmland transfer and the im-pact of government domination on the “ Diversity-orderly Structure” in farmland transf er.The research result in-dicates that the trust “ Diversity-orderly Structure” is embedded in the allocation mode of rural land and the government domination helps promote transaction impersonalization.The empirical results suggest that firstly the level of trust and transaction objects match positively and the external transaction reduces trade matching effect of trust. Secondly,government domination in farmland transfer improves the exogenous transaction,which remains limited by the endogenous matching role ol trust. Thirdly,the exogenous transaction helps to manifest the land transfer price and the standardization ol contract,which is then strengthened by government domination.The po-litical implication is to eradicaterural-urban interaction barriers to broaden rural social network and improve the factors’ mobility.Meanwhile,the government needs to give to full play its function in establishing norms forthe land transfer market,constructing trade platforms and maintain rules.Meanwhile,it is also necessary to con-strain government,s public ration and rent-seeking behavior and coordinate the dual mechanism of market dominance and government guidance.
