IP network performance measurement and evaluation is one of important means for dealing with network theory researches, management and engineer development. In this paper, status quo and development dynamics of IP network measurement techniques are overviewed at first. Then, the design scheme of a scalable and distributed IP network performance measurement and evaluation system are explained systematically, including layering structure, architecture and functional structure. In addition, key components and possible applications of the system are depicted. Finally, brief summary of the paper is given.
