The State＇s goal of Public Service Units＇ reform is to construct a public welfare service system with Chinese characteristics,but the concept of public welfare service has not been clearly defined.Public welfare service is a concept with Chinese characteristics.Even though the concepts of social service and public service are from the West countries,they have been given the new specific meanings in the context of China.On the basis of literatures and policies＇ analysis,this paper compares and identifies the differences of these three concepts.Furthermore,the definition of public welfare service and relationships among them have also been defined in order to provid foundations for the reform and theoretical research.
