为了实现东线水资源统一配置,对南水北调工程运营前后的管理体制进行了对比分析,指出了江苏段作为南水北调子系统的角色转换为南水北调运营管理带来的矛盾,在东线构建了政策、管理、引导、运营、监控五维立体化的运营体系,并指出了5个阶段的具体实施措施。
Through analyzing and contrasting management mechanism before and after the operation of South-to-East Water Transfer Project, the article points out some inconsistencies of operation management in South-to- North water transfers,which is incurred by the changed role of Jiangsu in this project,makes some considerations about constructing five-dimensional operation system which includes policy ,management, market ,Operation, monitor, and it also indicates the particular implement processes about these five stages.
