How to successfully control information resource project risks is a critical problem in the areaof information management research. The study presents a theoretical framework for examining how tocontrol information resource project risk toward object performance. By showing the theoretical model ofrisk and control impact on performance, the study presents three propositions： formal and informal controlhave direct positive impact on performance. In situations of implementing control, the impact of risk onperformance is indirect, but risk will reduce the impact of formal and informal control on performance. Bydetermining the level of risks and controls, project performance can be predicted. This theory hasimportant implications for managers to effectively control and improve performance of informationresource in environment of risk.
