传统“单一”的行政监管模式,不仅效率低、成本高,而且无法形成食品质量安全信息的有效披露机制,时常导致严重的信息不对称和监管失灵。本文借鉴国内外物联网关键技术在食品产业链质量监管的研究成果与成功案例,在研究分析现有蔬菜质量安全监管问题及成因的基础上,探讨了蔬菜质量安全的社会化“多维”监管机制、管控运行机制,设计了农业物联网运营环境下的蔬菜质量安全平台管控系统,提出了以批发市场、超市为核心的市场准入制度体系,为蔬菜质量安全问题的事前防范、实时跟踪、事后追根溯源提供一套行之有效的监管机制。
Traditional "single" administrative supervision mode, is not only inefficient, high cost, and can not form a food quality and safety information effective disclosure mechanism, often leading to serious information asymmetry and regulatory failure. This paper draws on the research results and success stories of the key technologies in the food industry chain quality control at home and abroad and discusses the social "multi-dimensional" regulatory mechanism, the control and operation mechanism of vegetable quality and safety based on the analysis of existing problems and causes of quality and safety supervision of vegetables. The management system of vegetable quality safety platform is designed under the mode of agricultural interconnection operation and the market access system is put forward with the wholesale market and the supermarket as the core. For the problem of vegetable quality and safety beforehand prevention, realtime tracking, tracing back, it provides an effective path to the regulatory mechanism.
