经济可持续性是公共租赁住房制度持续健康发展的前提与基础。本文在全面界定公共租赁住房经济可持续内涵基础上,探讨公共租赁住房经济可持续性定价的内在机理,并选取公共租赁住房发展较为完善和典型的上海地区展开实证分析。实证表明:公共租赁住房经济可持续性受到投资回收期、租金定价、出租率等因素的显著影响,政府应将经济可持续性作为深化公共租赁住房制度的基本原则,积极引导社保基金等长期资金投入公共租赁住房的建设和运营。注重政策工具之间的配套协同性,综合推进公共租赁住房制度创新,不断提高公共租赁住房内生性经济可持续能力,从而确保公共租赁住房制度的可持续发展。
Economic sustainability is the premise and foundation for the sustainable and healthy development of public rental housing system. Based on a comprehensive definition of the connotation of sustainable economy, this paper discusses the internal mechanism of public rental housing sustainable pricing, and chooses Shanghai,where the public rental housing system has been well developed, to carry out empirical study on the economic sustainability of Shanghai public rental housing. It is found that the payback period, rent pricing, occupancy rate and other factors have a significant impact on the economic sustainability of public rental housing. Finally, this paper advises that the Chinese government should regard economic sustainability as one of the guiding principles, actively guide the social security fund and other long-term funds into public rental housing construction and operation, pay attention to the coordination between policy tools, comprehensively promote the system innovation, continuously improve the ability of sustainable development, so as to ensure the sustainable development of public rental housing system as a whole.
