In the field of international investment,developed economies are in the leading position,and developing countries keep a high- speed development. Gradually,the gap between developing countries and developed countries is decreasing. However,the field of international investment has failed to establish a comprehensive,authoritative global multilateral investment agreement and the corresponding support agency. The developed countries,especially in the United States,are seeking to dominate the new round of global investment rules,and the emerging economies are also actively involved in the initiative to reconstruct the global investment rules. As the world＇s foreign investment power,China must take the initiative to participate in global investment governance. And the best way is to promote the China- United States Bilateral Investment Treaty and the China- European Union Bilateral Investment Treaty negotiations,so as to promote the establishment of a multilateral investment system.
