The planning of new countryside in the Pearl River Delta has become a process of how the government negotiates to develop the collective land in rural areas. Under the ＂urban bias＂ policy, a largescale illegal development of the collective land reflects the strong desire of the village collective economic organizations to develop the economy and to improve public services in rural areas. It is difficult for the existing judicial system to carry out the effective landdispute arbitration between the urban and the rural areas, and the town government has no motive or will to give an effective registration, supervision and management for the development of the collective land. Therefore, the change of rural policies related to collective land would become the fundamental starting point of the construction of new countryside in the Pearl River Delta, not just partly improving local living conditions in rural areas.
