珠江三角洲的新农村规划已成为政府与农村有关集体土地如何开发的谈判博弈过程。“城市偏向政策”下,集体土地大量违规开发反映了村集体经济组织发展经济、提升农村公共服务的强烈愿望。司法制度难以对城乡土地争端进行有效力的仲裁,而镇级政府没有动力或意愿对集体土地开发进行有效的登记、监督与管理,因此,(城市对)涉及集体土地的农村政策的彻底转变将成为珠江三角洲新农村建设的根本出发点,而不仅仅是农村居住环境的局那改善。
The planning of new countryside in the Pearl River Delta has become a process of how the government negotiates to develop the collective land in rural areas. Under the "urban bias" policy, a largescale illegal development of the collective land reflects the strong desire of the village collective economic organizations to develop the economy and to improve public services in rural areas. It is difficult for the existing judicial system to carry out the effective landdispute arbitration between the urban and the rural areas, and the town government has no motive or will to give an effective registration, supervision and management for the development of the collective land. Therefore, the change of rural policies related to collective land would become the fundamental starting point of the construction of new countryside in the Pearl River Delta, not just partly improving local living conditions in rural areas.
