The p distribution of observational error (or p value of distribution parameter) is different when the observational data are different. The authors have proposed that the distribution parameter p of the p distribution is regarded as the unknown parameter. The likelihood function which includes three types unknown parameters (the location parameters, the scale parameter, the distribution pa- rameter) has been constituted. The optimal estimations of these parameters have been obtained using the principle of the maximum likelihood estimation and the iterative computation of the nonlinear e- quations, so that the methodology can be applied in the surveying practice.
