在对区域自主创新能力评价研究概述分析的基础上，结合我国西部地区特点，构建适合西部地区区域自主创新能力评价指标体系，利用多层次因子分析法和聚类分析法测算西部地区（11个省市区）的区域自主创新能力。评价结果表明：四川、重庆、内蒙等省市区的区域自主创新能力较强；甘肃、宁夏、西藏三省市区的区域自主创新能力较弱，处于垫底位置。最后，有针对性地提出相应的对策建议。

英文摘要：

The paper, based on the inductive summary of regional innovation capability evaluation index system researches and combined with western characteristics, built a western regional independent innovation capability evaluation index sys- tem. Then it took the advantage of multi - level factor analysis and cluster analysis method to estimate the western areas （11 provinces） regional independent innovation capability. The evaluation results showed： Sichuan, Chongqing and Inner Mongolia＇ s regional independent innovation eapabilities are stronger than others, and they are in the forefront of the western provinces; Gansu, Ningxia and Tibet＇ s regional independent innovation capabilities are weak, they are in the bottom posi- tions. Based on this conclusion, the article proposed some suggestions in improving the capabilities of independent innova- tion of the western region~
