返乡农民工稳定就近就业是农民工就业领域的新话题.运用问卷调查法、统计分析法及文献分析法探讨社会资本对返乡农民工稳定就近就业的作用机理,旨在为新常态下各级地方政府部门和社会组织支持农民工等返乡人员就业创业提供相应的政策借鉴.结果表明,返乡农民工就近就业信息来源以“强关系”型社会资本为主,这将影响返乡农民工就近就业及其就业质量;社会资本通过就业信息获取能力和就业过程支持能力等指标作用于返乡农民工就业能力及稳定就近就业过程,它们之间存在着一种不可逆的单向过程.基于此,从合理引导“强关系型”社会资本和有效发挥“弱关系型”社会资本角度提出了返乡农民工稳定就近就业的支持体系.
The stability of nearby employment of returned migrant workers is a new topic of the employment of migrant workers in recent years. In order to provide a reference for the local government departments and social organizations to support returned migrant workers and other returning personnel achieving employment and entrepreneurship in the new economical normal, this paper discussed the mechanism of social capital on the stability of nearby employment of the returned migrant workers by using questionnaire survey method, statistical analysis method and literature analysis method. The results showed that the nearby employment of returned migrant workers was based on the kinship, friendship and geopolitical form of social capital, and this type of "strong-relationship" social capital could inevitably affect the nearby employment and its quality of the returned migrant workers. Social capital could influence the employability of returned migrant workers and its process of stabilization employment around hometown through the employment information acquisition ability and employment support capabilities as intermediates, among which there was a kind of irreversible one-way process. Based on the results, from the reasonable guidance of social capital and the effective use of weak relationship social capital, the supporting system of stable employment of migrant workers was put forward.
