从雨崩藏族村典型案例入手,通过公平与效率视角,对中西方关于社区参与旅游发展中认知和安排差异及其原因进行分析。社区主角模式主导社区旅游发展,参与机会和收入分配具有较高的公平性,却存在旅游经济发展效率低下的缺陷。国内其他旅游社区的社区配角模式,难以主导旅游业发展,旅游业却获得了极大发展。研究认为：（1）中西方在社区参与旅游发展问题上,效率和公平问题认知和安排是最根本的差异,是其他差异的集中体现;（2）在中国当前的情况下,地方政府追求效率的动力和社区追求公平的目标短期内难以协调;（3）在中国,社区主导模式难以促进旅游业迅速发展,在过分强调公平的前提下将丧失效率。

英文摘要：

From the typical case analysis of Yubeng Tibetan Village and from the perspective of equity and efficiency,this paper makes an analysis about the different cognition and plan as well as the reason of communityparticipation in tourism development between China and the west.Community-dominated model leads a community-based tourism development,which embodies a high fairness in terms of participation opportunity and incomedistribution,but is confined to a low efficiency of tourism economic returns,on the contrary,some other tourismzones whose local community function as an auxiliary part while gain a high level of tourism development.It concludes that：（a） on the problem of community participation in tourism development,the most fundamental difference between China and the west refers to the understanding and plan of the equity and efficiency,which reflectsthe other differences completely;（b） under the current situation of China,a coordination between the motivatepower of efficiency sought by local governments and the objective of equity pursued by community will not beachieved in a short time;（3）in the context of China,community-dominated model hardly promote a speedytourism development,due to an excessive requirement of fairness will deprive the development of efficiency.
