利用协同学思想,建立要素和高技术制造业子系统发展指标体系,基于目标规划评价模型的主旋律分析方法,识别子系统序参量,运用TOPSIS、灰色关联和距离协同模型及熵理论构建要素与产业协同度测度模型,并将京津冀作为实例进行分析。通过对2009~2013年相关数据研究表明:近5年京津冀三地要素与高技术制造业综合协同度均呈上升趋势,北京增速领先天津、河北;2012~2013年天津制造产业与水资源、对外开放程度协同度下降,河北制造产业与水资源、能源及信息化要素的协同度下降均导致两地综合协同度呈现波动下降趋势。
This paper set up the indicator system of the elements and high technology manufacturing subsystem development by synergetics, and identified Order parameters of subsystem based on GPEM main melody analysis. Then, it established the Synergy degree measurement model based on gray relation theory, TOPSIS, the distance collaborative model and entropy theory, taking Beijing-Tianjin-Hebei as a ease study. Through empirical study of the relevant data from 2009 to 2013, re- suits showed that comprehensive synergy degree of the elements of Beijing-Tianjin-Hebei and high technology manufacturing industry had increased in recent five years. Beijing went ahead of Tianjin and Hebei. From 2012 to 2013, synergy degree of manufacturing industry, water resources and the degree of opening up in Tianjin declines, as does with manufacturing indus- try, water resources, energy and information element in Hebei, which caused a wavelike decrease to comprehensive synergy degree in both areas.
