The paper analyses the public crisis of network public opinion information data characteristics, and takes the network infor,nation as the research object, constructs the public crisis of network public opinion heat model under natural condition and effective government intervention. The paper also researches the stability of model and defines the defusing degree to analyze the extent of public opinion, studies on application examples of the model,provides the reference for the government to deal with network public opinion crisis event.
