Ecological civilization prominently emphasized the equal relationship of man and nature; promoting ecological civilization is the historic mission of building a beautiful China. Developing forestry is an important foundation, the fundamental way and primary task for constructing ecological civilization. Ecological environment of coastal zone is more fragile; developing coastal forestry has a very prominent role. The function of coastal forestry on ecological civilization and the main problems in the development were analyzed thought of construction development for coastal forestry were proposed from three aspects （construction of shelterbelt system of defense-in-depth, forestry industry system eco-cultural system）.
