With land policy becoming one of macro-economy regulating instruments, land reservation system, which directly affects land supply, cannot meet this function under new economy development phase. The system must he reformed because there are some problems, such as hard to regulate local government＇s behaviors, potential risk in development of land reservation organizations, and discontented performance of land policies in recent years. This paper suggests we should build vertical managing land bank system, and give the incentive polices to land reservation organizations on the basis of an incentive model.
