以陕北侏罗纪煤田为例,在定性分析该矿区煤炭资源安全绿色高效开发的优势、劣势、机遇和挑战的基础上,构建了煤炭资源安全绿色高效开发SWOT-AHP模型,定量分析了SWOT分组因素及其组内因素对该矿区煤炭资源安全绿色高效开发的相对重要程度,提出了适应该矿区内外部条件的煤炭资源安全绿色高效开发模式,即“在进一步巩固良好安全生产形势的基础上,以保水、保生态为前提,协调有序地开采中厚煤层煤炭资源,有效开发薄煤层煤炭资源,在清洁高效节水条件下加强煤炭资源就地转化与利用”;同时提出了相关政策建议。
Constructing coal's safe, green and highly efficient development mode based on the internal and external conditions of coal field is the only way for scientific development of China' s coal industry. This paper takes Jurassic coal field in northern Shaanxi as an example, quantitative analyzed the strengths, weaknesses, opportunities and challenges for coal' s safe, green and highly efficient development mode in this coalfield by SWOT-AHP model, and get the relative priority of all SWOT factors and categories. Based on above, put forward the suitable mode for coal' s safe, green and highly efficient development in Jurassic coalfield of northern Shaanxi that included maintaining the good performance of safety production, mining the medium-thick seam without destroying water resource and ecological resources, highly efficient mining the thin seam coal resources, and carrying out the clean, highly efficient and water saving conversion and utilization of coal resources.
