There are complex interactions between ontologys in Web,which constitutes social environment of ontology evolution.In these non-centralized,distributed environment,successful application need to strengthen the management of ontology changement and ontology evolution.Taking into account the social nature of its methodology emphasis on the relationship between the ontology.Ontology cloud-shadow model based ontology evolution process（COEP）increases the utility of knowledge evolution.It is a complex operation,not only a technical process,but also a management process.So it is applicable to various fields involving knowledge engeering.
