针对工程项目评标时,依靠专家打分法选择中标单位,评价结果主观性强的问题,提出了基于价值工程对投标方案进行优选的方法.在该方法中,首先依据业主需求及有关法律法规等规定,选取了工程工期、施工经验、质量业绩、安全措施、施工方案、环保措施6项参数作为功能评价指标;然后在定量计算出各单项功能评价指标数值的基础上,采用信息熵法确定各指标的客观权重,利用综合加权平均法确定了各投标方法的功能评价值.利用各投标方案的投标报价作为成本评价值,通过对各投标方案价值系数的计算,得出了优选结果.最后通过实例分析检验了该评价方法的实用性。
In order to overcome the subjectivity which relies on the expert scoring method to deter-mine the winning unit in the evaluation of engineering projects.Initially,six indicators including time limit for a project,construction experience,quality,safety precaution,method for construc-tion and environmental protection measure have been chosen as the evaluating indicators accord-ing to the provisions of the relevant laws and regulations and the owner's demand,then by using information entropy method,the objective weight which treats the quantitative calculation of the numerical evaluation of each individual function as the foundation has been determined.Finally, according to the calculation of the value coefficient,the optimized result has been got by using the function evaluation value and cost evaluation which is based on the comprehensive weighted aver-age method and tender offer.Furthermore,the practicability of this evaluation method has been validated by an example.
