The trusteeship between development zone and administrative region has become a main mode since the reform and Openingup. Based on the analysis of the formation context of development zones in China, the influences on the social and economic development, legal construction and administrative management of the trusteeship between development zones and administrative areas was analyzed.According to these problems, policy suggestions for improving the management and administrative system of development zones were proposed, such as perfect laws and regulations, integrate the city and development zones and classify and transform the development zones.
