The establishment and development of national parks of different countries all experienced a difficult process. In the circuitous establishment of Grand Teton National Park, the gaming of each parties＇ interests and their impacts were reviewed in this paper, mad two important characters of state dominance of national park, that is, national interests first and public interests balanced, were summarized. It has a very good enlightenment to the national park system construction of China. The establishment of national parks must be top-down primarily by the state. Also full coordination of all parties＇ interests must be taken in the process of construction. Besides, the stakeholders cannot only demand, but support, participate in and have responsibility to the national parks.
