人口和产业向城市集聚能够带来人力资本的溢出效应。从地区创新能力和收入水平两方面来衡量人力资本的溢出,发现我国城市化进程产生了较为强烈的正向人力资本溢出效应。从创新能力角度来看,劳动力在地级城市集中带来的溢出效应要大于县级城市;从收入水平角度讲,城市空间的盲目扩张未能实现人力资本的充分溢出。注重地级城市在区域创新能力提升中的作用,实现人口、就业、土地以及人力资本的全面城市化,努力提高城市化质量,对于目前强调协调发展的新型城镇化具有重要的理论和现实意义。
City is one important entity of agglomeration, population and industry concentrated in urban areas should generate spill-over effects of human capital. By using data from 1990-2009, the paper found that China's urbanization had a strong positive effect on human capital spillovers which were measured by regional innovation capability and income levels. From the perspective of innovation capability, the spillover effects of labor force concentrated in prefecture-level cities is greater than that in county-level cities; from the perspective of income levels, uncoordinated urbanization process of population, industry and land is not conducive to the spill-over effects.Focus on the role of the prefecture-level city in the regional innovation capability, enhancing the integration degree of the old and new city districts in the process of urban construction, and improving the quality of urbanization, should be given a lot of attention in the regional and urban economic development in China.
