为科学全面评估土地整治项目成效,论文以江苏省15个已实施的土地整治项目为例,从资金投入、过程管理、工程实施、综合效益4个方面入手构建了＂目标层-准则层-指标层＂3级土地整治综合评估指标体系,采用ANP-FCE法（网络分析-模糊综合评价法）对江苏省土地整治成效进行了分析和评价。结果表明：江苏省土地整治项目成效显著,评价结果优秀,与实际情况相符;但仍存在实施进展拖沓,建后管护弱化,忽视生态环境建设等问题,建议从制定农田生态建设长期专项计划和工程后期管护长效机制入手,完善土地整治标准化管理体系。论文的研究方法和评估模型可为类似地区土地整治项目成效综合评估提供参考和借鉴。

英文摘要：

Taking Jiangsu fifteen finished land consolidation projects as an example,this paper constructs index system of land consolidation comprehensive benefits,in order to evaluate the land consolidation benefits scientifically and roundly.Based on an analysis and evaluation of the Jiangsu land consolidation benefits by using analytic network process-fuzzy comprehensive evaluation（ANP-FCE）,a three-level system＂target-rule-index＂was established,which included money,process management,engineering implement,comprehensive benefits.The results showed that the impact in Jiangsu was significant after the implementation of land consolidation project consistent with the actual situation.But there were still some problems,including procrastination of project progress,weakening of protection after the construction and neglect of ecological environment construction.It was concluded that we should complete standard management system of land consolidation projects based on the establishment of long-term special project for farmland ecosystem construction and long-acting mechanism of final management and maintenance.The research methods and evaluation model in this paper provides a reference for other scholars to study land consolidation comprehensive benefits of similar areas.
