Through surveillance for the use of outpatient services and compensatory of outpatient expense of Tie Chang town which is experimental unit of Chinese Rural Mutual Health Care （ RMHC ）, the method of making quality control chart was introduced and quality control chart was applied in surveillance of RMHC. The purpose is to prob into the method of surveillance for Chinese medical care scheme.
