为了提升资源效用，降低项目风险，针对航天型号项目的资源管理，提出了三维递阶风险熵均衡模型。首先分析项目资源性质呈现非水平的特征，然后通过层次分解和雏数递进的方式，运用改进的风险熵算法，评价资源管理的3个维度：资源、质量、风险。最后通过项目资源实例，仿真计算验证了两类航天物资的均衡比例关系．为型号项目提升资源效用提供了依据。

英文摘要：

Object to upgrade of resource effectiveness and reduce of project risk,the equilibrium model based on three dimen sions hierarchical risk entropy is presented for resource management of spaceflight product project.Firstly this paper analyzes non-linear solid characters of project resource.There are three dimensions as resource,quality and risk by the way of decompos ing hierarchies and escalating dimensions.A simulation example is studied to demonstrate the equalized ratio of two kinds of substances.All of the data shows that the model is effective to upgrade project resource.
