笔者运用可拓理论构建区域竞争水平与科技创新之间关联度分析的"投入—产出—保障—潜力"测度体系,对中国2002年~2012年时序竞争力实施纵向测度及趋势预判,横向探讨东、中、西部地区竞争力。测度结果表明,在科技创新有效驱动下,时序维度上中国区域竞争力由"较弱"提升至"强"水平,但在其后期发展过程中会受到R&D投入转化率薄弱等因素的制约;在横向上由于各地区地理环境与社会文化等不同,其竞争力水平呈现较大差异,但通过加大科技投入等措施,区域竞争力转为正向走势,特别是中、西部地区对东部地区形成赶超之势。可拓理论在科技创新与区域竞争力并联性测度过程中具有较高灵活性,为推动科技投入转化及增强区域竞争能力提供理论参考。
From the perspective of factors influencing the regional competitiveness of scientific and technological innovation,apply the idea of extension to build the "input-output-guarantee-potential"conceptual model. Using this model to evaluate the regional competitiveness of 2002- 2012,this paper predicts the regional competitiveness level and regions various areas of scientific and technological innovation and regional competitiveness level difference in eastern,central and western regions. Research results show that scientific and technological innovation rapidly promotes the regional competitiveness level,but there are short factors such as RD expenses mismanagement. Regional geography and cultural differences lead to different regional competitiveness level,but it can be promoted rapidly through increased investment in scientific and technological innovation,and central and western region development is very fast. The method of extension evaluation has high flexibility to analyze the dynamic correlative level between scientific and technological innovation and regional competitiveness,and can provide a method for reference.
