在对我国人口发展功能区提出的背景、意义、分布区域和政策取向进行梳理的基础上,分析影响我国四类人口功能区经济增长差异的五大因素,并结合新增长理论对影响因素进行模型分析。研究结果表明,四类功能区主要通过影响长期工人的产出增长率、资本的增长率进而影响区域空间增长率的长期差异,四类人口发展功能区经济增长率展现了永久的增加而非收敛于一条平衡增长路径的特征。最后提出四大人口功能区区域协调发展的对策和机制。
Reviewing the background, meaning, distribution area and policy orientation of the function zone of population development, this paper expounds the five factors(directional migration of population,loss of talent and technology, differences in functional positioning and development strategies, policy differences and agglomeration of economy), which influence the economic growth difference of the four function zones of population, and analyzes the affecting factors with the new growth theory model. The results show that the four functional zones(the restricted zone, the evacuated zone, the stable zone and the assembling zone)mainly influence the long-term growth rate of output of workers and the growth rate of capital growth, thereby affect the long-term difference of regional spatial growth rate. The economic growth rate of the four functional zones of population development shows a permanent increase rather than a convergence to a balanced growth path. Under the guidance of the coordinated development of function zones of population development, the authors put forward that (1) restricted zone and evacuated zone should take the lead in implementing the strategy to invest in people, strengthen rural compulsory education, vocational education and working skill training to enhance the capacity of population transfer of employment; (2) stable zone should introduce preferential policies to give priority to development of small towns and large city groups for improving the quality of urbanization and coordinating urban and rural development; (3) assembling zone should reform its current household registration system so as to accept the transferred population smoothly. For coordinated development of regional economy, a coordinating body of the four types of function zones of population development should be set up, and three regional coordination mechanisms be built, those are: the mechanisms of economic, administrative and policy systems.
