进入快速城镇化发展阶段以来，农地非农化过程为湖北省及各城市城镇化的快速发展提供了必要的用地保障，但随着农地非农化规模的不断扩大．另一方面也造成农用地资源大量流失，这无疑危及到国家粮食安全和社会经济的稳定发展，如何提高城镇化进程中农地非农化的宏观配置效率已迫在眉睫。基于宏观视角，在界定农地非农化过程中相应的投入产出指标的基础上，运用数据包络分析（DEA）方法分析了湖北省及各城市的农地非农化宏观配置效率及效率优化路径。研究结果表明。近五年由于审批建设占用农用地面积指标的无效投入大幅变动致使湖北省及各城市的农地非农化宏观配置效率值成波动趋势，结合数据包络分析的“投影”方法，针对土地资源要素投入指标给出了湖北省总体及各城市农地非农化宏观配置效率优化路径．指出湖北省及各城市农地非农化宏观配置效率优化需减少审批建设占用农用地面积指标数量。

英文摘要：

During the rapid development of social economy and urbanization, farmland conversion process provided the stable support for the urbanization development of Hubei province and each city in terms of land use. With the continuous expansion of the scale of farmland conversion, urbanization will take a lot of farmland, this also causes farmland resources loss and waste, also endanger the national food security and social stability. Therefore, we are currently faced with the difficult problem of how to improve the farmland conversion allocation efficiency in the process of rapid urbanization development. From a macro Perspective, this paper is to evaluate farmland conversion allocation efficiency of Hubei province and each city, and to explore the farmland conversion allocation efficiency optimization suggestion by the data envelopment analysis method, based on the selection of the input and output index of farmland conversion. The resuh shows that farmland conversion allocation efficiency of Hubei province and each city changed year by year, because of farmland resources input greatly changed in the past few years, most of the farmland conversion are excessive. This paper gives suggestions that Hubei province and each cities should reduce farmland conversion scale to improve farmland conversion allocation efficiency, also point out the quantity of farmland conversion scale should be reduced of each cities through the empirical research. In this research, we find that farmland conversion of Hubei province has a significant efficiency loss, allocation efficiency improve space is enormous.
